Victor Boştinaru

Vice-President on Foreign Affairs of the S&D Group

Victor Boştinaru was elected a PSD Euro-deputy on Nov. 25, 2007. He was re-elected to the position in June 2009 and in May 2014. He is a member of the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament; In the 2009 term he was senior vice president of the Delegation for the relations with the People’s Republic of China; a member in the Commission for Regional Development and Group Coordinator in the Commission for Petitions; member in the EP Delegation for the relations with Albania, Bosnia and Herzegovina, Serbia, Montenegro and Kosovo; president of the EP’s informal Group “European friends of Israel”

Starting from 2014, Victor Boştinaru is the vice president for foreign affairs of the S&D Group, member of the Committee on Regional Development and the Delegation for relations with the People’s Republic of China. He is also a substitute member in the Committee on International Trade and in the Delegation to the EU-Albania Stabilisation and Association Parliamentary Committee.

He became a vice president of the National Salvation Front (FSN) in March 1991 and also a vice president of the Democrat Party (PD). He was the Democratic Party international secretary (1993-2000); leader of the Democratic Party Group in the Romanian Parliament (April – October 1992) and vice-leader (April 1992).

He became a member of the Party of Social Democracy of Romania (PDSR) starting March 2001; head of the Social Democrat Party (PSD) Department for International Relations (Oct. 2001-July 2003); the PSD international secretary (July 2003-Dec. 2007); vice president of the Department for Foreign Policy and European Affairs (2005—Dec. 2007).

Since 2004 he has been the PSD representative at the Party of European Socialists’ Coordinating Group and at the Socialist International Committee for South-Eastern Europe.
He was a deputy of Dambovita County (1990 — 2000); a member of the Romanian delegation at the OSCE Parliamentary Assembly (1992 — 1996); member (1996-2000) and President (July — Dec. 2000) of the European Integration Committee of the Deputies’ Chamber, the Romanian Parliament.

He was also member of the Foreign Affairs Committee of the Deputies’ Chamber, the Romanian Parliament (1990-2000; Secretary (March – November 1996) and President (1996-2000) of the Foreign Affairs Committee of the Deputies’ Chamber, the Romanian Parliament

Boştinaru was a State Secretary at the Foreign Affairs Ministry (Nov. 2004-Dec. 2004); a foreign policy and international relations advisor of the Speaker of the Deputies’ Chamber (March 2001 — Oct. 2004); a foreign policy and international relations advisor of the Speaker of the Deputies’ Chamber (Jan. 2005 — April 2006); a member of the Board of Directors of the “Ovidiu Şincai” Social Democratic Institute Foundation (June 2013 – present).

He was an initiator and vice president of the National Consultative Council for Euro-Atlantic Integration (1993 — 1996); a founding member and Secretary General of the Atlantic Council of Romania (1993 — 1996); a Manfred Woerner Foundation member, and a NATO House founding member.

He graduated from the History and Geography Faculty of Bucharest University in June 1974; he got a diploma of the History and Philosophy Faculty of Bucharest University in June 1981.
